I have always suspected that it is a radio mast, so that the test team can monitor the car in real time, with the minimum of data loss. There was a time when data was sent in packets when the car past the pits, I don't know if that is still the case. What I do know is that onboard cameras suffer moderate and severe interference and loss of picture at certain points on most circuits.
